I have used Mavelous Designer for for base of clothes, then used Zbrush to add thickness and details
All hard surface parts were done inside Zbrush with Zmodeler
Retopology done in Maya - verts match on all overlapping objects for optimal skinning/deformation
Bakes done in Marmoset Toolbag
Textures done in Substance painter
